Notes on the method
Each note describes one part of this instrument: a term it uses, a state it distinguishes, or a thing the standard underneath it does not settle. They document what is measured and what cannot be, and none of them advises anybody on what to do about it.

That is a ceiling rather than a start: nothing here is published at a rate, because the instrument that would show whether these pages are read at all - an indexation reading from a verified property - does not answer yet, and a publishing schedule set without one measures nothing but our own output.

Three absences, and the fourth an instrument invents
States what nothing_qualified, check_did_not_run, and unreadable each mean, and the fourth absence: an instrument blind to a quantity reporting it as a finding.
